The Johns Hopkins Hospital (JHH) Incident Command Team uses the principles of the hospital incident command system (HICS), which outlines positions such as an incident commander, operations chief, planning chief and logistics chief to efficiently and effectively manage a response to an incident. People on this team span many departments and disciplines across JHH including physicians, nursing leadership, facilities, security, and hospital epidemiology and infection control. Meetings take place five times per year and cover topics including past incidents, upcoming exercises, trainings reviewing HICS principles.

The Emergency Management Committee (EMC) is a multidisciplinary group of stakeholders who represent each department at The Johns Hopkins Hospital who work toward building a resilient emergency management program at JHH. Some responsibilities of the committee members include serving as emergency preparedness leads for their respective departments, functioning as liaisons to JHHOEM by providing situational awareness about incidents or emergencies that may be happening, and being points-of-contact for departmental mission continuity plan development. Maryland Region III Health & Medical Coalition
The Johns Hopkins Hospital Office of Emergency Management (JHHOEM) is one of 25 hospitals that are members of the Maryland Region III Health & Medical Coalition. In addition to hospitals, the coalition is comprised of a variety of stakeholders including state health facilities, local health departments, firefighters/emergency medical services provider and others from across central Maryland. The mission of the coalition is "to collaboratively strengthen the health and medical preparedness and response capabilities of Maryland Region III resulting in enhanced recovery and resiliency during an emergency or disaster incident, which affects the community." JHHOEM works to help achieve this mission by participating in coalition sponsored trainings, drills and exercises, as well as monthly meetings. Further, JHHOEM acts as the coalition's fiduciary agency by procuring supplies and equipment for coalition stakeholders.
