Mika Dulay, M.A.
Director of Special Programs and International Partnerships, Patient Services
Mika Dulay joined Johns Hopkins Medicine International (JHMI) in 2001 after relocating from Athens, Ohio, where she obtained a Master of Arts degree in linguistics while working as a teaching assistant. She has held many positions in JHMI: international care coordinator, business analyst, project manager, community relations manager, regional administrator, assistant director and her current role as director of special programs and international partnerships.
Ms. Dulay was instrumental in the creation of Johns Hopkins’ Language Access Services, which provides medical interpretation and translation for patients with limited English proficiency (LEP). She led outreach activities for various ethnic communities in Baltimore and instituted testing and training requirements for medical interpreters to ensure the quality of interpretation services.
With considerable experience working with international customers, payers and clients in many regions of the world, Ms. Dulay has been among the operational leaders in international patient services at Johns Hopkins for the past 10 years, and she has led many process improvement projects and overseen core operational areas. She is a seasoned leader who has implemented successful change management, and she continues to lead in the evolving landscape of international medical tourism.
In her current director role, Ms. Dulay focuses on service quality, patient loyalty and patient growth, and she leads initiatives for patient acquisition from multifaceted sources. Originally from Japan, she speaks fluent Japanese and English and conversational Spanish.
