Executive Director of Community Health, National Capital Region

Julie Wagner serves as the executive director of community health for the National Capital Region (NCR). In this role, which she has held since July 2024, Julie oversees the community health strategy, initiatives, and partnerships to improve the health and well-being of patients and communities across the NCR. She is focused on expanding the commitment to health and racial equity, community health design and innovation, and community engagement.

Julie has over 30 years of community engagement leadership. Before joining Johns Hopkins, she held several roles, including serving as vice president of community affairs at CareFirst BlueCross BlueShield, where she led strategic charitable investments and program implementation with a strong focus on health and racial equity. She also served at the Maryland Community Health Resources Commission as a commissioner and as a consultant.

Julie graduated from Towson University with bachelor’s degrees in mass communications and business administration.
