Carlos Tobar

In his role as the regional director for the Saudi region in the Global Services division of Johns Hopkins Medicine International, Mr. Tobar develops products and services aimed at raising the standard of care at medical institutions abroad, in close collaboration with leaders across the Johns Hopkins enterprise. He oversees Johns Hopkins Medicine’s joint venture in Saudi Arabia, Johns Hopkins Aramco Healthcare, the most complex and broad-reaching international project in the organization’s history. The vision is not only to create a health care organization that best serves the needs of Saudi Aramco employees, retirees and their families but also to evolve into a health system of excellence that provides enhanced specialty and subspecialty care.

The ongoing partnership, launched in 2014, has resulted in many significant achievements, including transitioning toward a more patient-centered, data-driven health care system; developing clinical programs and services; enhancing nursing practices and fostering a culture of patient safety and quality; and establishing Centers of Excellence in several specialties.

Focusing on the Kingdom of Saudi Arabia, Mr. Tobar promotes the international service group’s mission of improving the health of the global community by advancing medical education, research, and clinical care initiatives.

Mr. Tobar joined Johns Hopkins Medicine International in 2011 as director for global services in the Latin America region, where he oversaw the delivery and strengthening of knowledge transfer programs for health systems in Mexico, Panama, Colombia, Peru and Chile.

Mr. Tobar has extensive project management, business development, and relationship management experience in Latin America, having worked with multidisciplinary teams across various industries. In his native Ecuador, Mr. Tobar was the owner and CEO of a local project management company. Previously, he worked at Sumitomo Corporation del Ecuador, where he held several positions, including business development manager, credit manager, and chemical products department manager, and at Citibank N.A. Ecuador, where he served as a financial institutions relationship manager and management information systems manager.

He holds a master’s degree in business administration in international business from George Washington University, where he attended as a Fulbright grantee and as the F. David Fowler fellow between 1997 and 1999. He graduated summa cum laude with a degree in chemical engineering from the National Polytechnic School in Quito, Ecuador.

Mr. Tobar, who has an innate interest in foreign cultures, has lived overseas for several years and is fluent in English, French, and Spanish.
